WFZO Chief Executive Officer Dr Matthew Stephenson joined an expert panel at a webinar hosted by the Africa Economic Zones Organization (AEZO) in collaboration with UN Tourism, outlining how well-designed tourism zones can help turn Africa’s tourism growth into investment, jobs and shared local value.
Dubai, UAE – 19 October 2026: Africa welcomed around 80 million international tourists in 2025, yet the investment needed to turn that growth into hotels, infrastructure and local jobs has not kept pace. That gap was at the center of a webinar hosted by the Africa Economic Zones Organization (AEZO) in collaboration with UN Tourism on 16 October, where WFZO Chief Executive Officer Dr Matthew Stephenson joined the expert panel. Around 80 participants attended, including African SEZ authorities, ministries of tourism and investment, and investment promotion agencies.

Building on the UN Tourism–WFZO publication Rethinking Investable Destinations: An Approach to Tourism Special Economic Zones (TSEZs), the session examined how incentives, infrastructure and regulatory streamlining can be packaged around tourism destinations, and when a TSEZ is the right tool compared with existing national incentives.
Dr. Stephenson noted that FDI into Africa reached about USD 70 billion in 2025, the third-highest level on record, but is flowing mainly to energy, critical minerals, logistics and infrastructure rather than tourism. According to the UN Tourism–WFZO mapping, 19 of the 140 tourism-focused zones identified worldwide are in Africa, compared with 72 in Asia and the Pacific, pointing to a significant opportunity ahead.
Dr Martin Ibarra presenting at the AEZO–UN Tourism webinar on Tourism Special Economic Zones in Africa, 16 October 2026.
“Every country in Africa has tourism potential. If tourism is already thriving, you can use a zone to accelerate it. If it is just starting, you can use a zone to kickstart it,” said Dr. Stephenson.
He highlighted three mega-trends that make tourism zones more relevant than ever: the green transition, geopolitical shifts bringing new capital and source markets, and digitalization. He stressed that a zone’s success should be measured by the ecosystem it creates rather than by the number of hotels it attracts.
“It is not how many hotels or resorts a zone attracts. It is the ecosystem it creates: local jobs for young people, agriculture supplying the kitchens, and SMEs providing creative services. Local communities and businesses should be active partners in the value chain, sharing in the growth that tourism brings,” he said.
The panel also featured Ms. Natalia Bayona, Executive Director, UN Tourism; Mr. Ahmed Bennis, Secretary General, AEZO; Mr. Martin Gustavo Ibarra Pardo, CEO, Araujo Ibarra International Business Consultants and the Board Advisor of WFZO; Dr. Stefan Kratzsch, Head of the Sustainable Investments and Responsible Business Unit, UNIDO; Mr. Peter Janech and Mr. Juan Antonio Gómez García of UN Tourism; and Mr. Bambang Wijanarko, Head of Bureau for Special Economic Zone Supervision, National Council for Special Economic Zones of Indonesia.
The webinar builds on the UN Tourism–WFZO webinars held in September 2026, which drew around 370 participants from 97 countries. WFZO is glad to see the tourism zone concept being rolled out and supported across regions, and stands ready to help members and partners design zones that deliver investment and inclusive growth.
WFZO thanks AEZO and UN Tourism for the invitation, Mr. Martin Ibarra for his participation, and all speakers and participants for their valuable contributions.
